You can find the folder: Documents\Mount and Blade II Bannerlord\Configs\ModSettings\RenamingSettlements\SettlementNames. Simply duplicate the default.xml file and modify it. Edit: So turns out you can get a city even easier than a town by simply either asking for it, for free, or offering 1 coin and removing it or just giving them 1 coin.
