Move the stones near the wheel up here, then jump back down the hole with the ladder. Go back to the handle and turn it to open the cuffs. Quickly go back to the left ladder, head up it, and use the wheel. Push the stones under the flaps of the wheel, then head back down and use the handle to open the cuffs again.
